Well, it really depends on availability of furniture and the design of your home. Of course, we can't have Victorian furniture on a contemporary house, or vice versa. The furniture would just look like an eyesore against a beautiful backdrop. Although, there are things to consider.

Since kids will be using the bunk beds, you have to consider safety and comfort. Both Victorian and modern designs can be comfortable, but perhaps, safety is another issue. As previously stated, Victorian furniture appear to have smoother edges as opposed to modern designs. When having kids around, the edges of furniture have to be considered since sharp edges could easily injure a child.

But on the other hand, modern bunk beds are more practical since there are designs where there are already built-in storage spaces on the bunk beds. There are also designs where kids' workspaces can be accommodated under the bunk bed. As stated above, modern furniture is mostly about saving space, while still looking sharp and stylish.

Actually, both designs, no doubt, are comfortable for your foster kids. What is important is that these kids would feel safe and secure while in your home. Having either Victorian or modern furniture is entirely up to you, since you design your own space and suit it to you and your family's taste.
